You can begin these quests by going to New Thalanaar and completing The Grimtotem Are Coming!, and taking a ride to the Speedbarge. After you finish the Speedbarge chain up to and including Circle the Wagons... er, Boats. you may go back to the gnome Fizzle to obtain the quest: Negotiations. (You may also need to finish the Southsea > Holdfast chain, culminating with The Mad Magus) Finish his quests until you are sent back to the Speedbarge. You will now receive the quest Free Freewind Post. Take the trip to the quest end location to begin making your way towards the Chief of Chiefs. After defeating him, you will discover Lakota Windsong and be sent to deal with Trouble at Highperch. During this quest, you will discover Twilight's Hammer nearby. Meet up with Lakota Windsong once more at her new location, and complete the tasks Magatha asks of you. When the world is saved, make your way back to the Speedbarge to collect your reward.

To be clear we are not talking about just doing a few quests and getting 1 good blue. This quest requires you complete 57 total quests in 1000 needles. This is not a quick grab by any means. Took me the better part of 4 hours, and I was overgeared for the zone.
Perspective Side Note: [Thousand Needles Quests] Achievement requires 60 quests.
Not taking into account the heirloom PvE chest, the low drop leather items from Scholo, or the equally painful Gordok Tribute at Dire Maul... chances are that, if you are a feral druid or rogue, [item=63669] would be your perfect chest item, until you hit your fifties and go for [item=12793] at BRD (30% drop if you care at all before BC greens).
If you like the new Thousand Needles, I would reccomend to stay there, enjoy the new quests and lore, and get your reward eventually.
