You have to be near the hut (Where Gragza is) before the quest will pop and you can see your objectives. I tried landing in the area and mousing over the NPCs looking for the ones I needed to kill and nothing showed. Landed on the hut and quest popped.
This World quest is available to my level 60 monk but likely because of the Primal Storm going in that area, all the enemies are showing as skull level to me and killing me real fast.
