TheWoWDBCompleted this on my main and can't seem to redo the quest line on my alts, may be account wide progress even though the completion macro returns false.

It's an account-wide unlock. If your alts can't interact with the items then check if they've gotten any renown with Dragonscale Expedition. Scout packs unlock with 2 and Disturbed Dirt with 5. I did find and loot a scout pack with my renown 4 alt.
I completed this quest on a character that is not my main, in fact I did the quest chain up through Digging Up Treasure. This was a big mistake. It unavailable on any of my other characters. The most frustrating thing is I can not interact with Disturbed Earth or Expedition Scout's Pack on any character except the one that did the quest chain.
