The Warmwater Riverfish cannot be interacted with. You need to use the provided Quest Item, Tuskarr Fishing Net, and throw it at them. Aiming is not very accurate unfortunately. Some just slip through.
MOST slip through. I.e. Really Crappy Drop Rate. Not only that, but for half this questline, I had to leave the area in order to return and turn in the quests. It makes me miss the Beta where we could report issues on the spot. And /reload doesn't work here.
You can use [item=85500] during this world quest which makes catching the fish so much faster.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #2022 52.1 35.4Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on The Waking Shores, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on The Waking Shores:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
