Its on the south west side of the map, by the bridge above plot 11 & 26, don't know what the broken bridge and chains were about, but there it is!
Mine was on the east end of the bridge. I realize it's a little confusing in this way, but the way the clues are written I believe is meant to get more specific with each line, so the "look to the east" is after you have already gotten to the other two pieces. My real beef with this one is the lack of chains or broken bridge. I don't know if they changed some assets after writing the clue or what happened.
