The patch of dirt to dig up is at
/way 43.26 69.46If you do not have coordinates, then follow to path from the Smugglers area heading East/North. When you reach the first bridge (just past plot #26) cross it to the East and the dirt patch will be immediately on the left.
Its on the south west side of the map, by the bridge above plot 11 & 26, don't know what the broken bridge and chains were about, but there it is!
Mine was on the east end of the bridge. I realize it's a little confusing in this way, but the way the clues are written I believe is meant to get more specific with each line, so the "look to the east" is after you have already gotten to the other two pieces. My real beef with this one is the lack of chains or broken bridge. I don't know if they changed some assets after writing the clue or what happened.
