This quest appears to bug occasionally (for me just one specific pylon bugged), so if you can't figure out what to do to mark them, that is likely why. The NPC does not actually give you an "enchanted seeds" item, there will be no cog on the pylon; the quest is actually completed by hitting an extra action button when near the sparkly pylons. If you're not getting the button, trying leaving the immediate area and coming back. Abandoning the quest entirely didn't fix it, but leaving the area and returning did for me.

Description

With those vile weapons destroyed, the green dragonflight can join the fray in force. We are much more familiar with the situation on the ground. We need to light up some targets, so Merithra and her dragons can strike from above. Merithra gave me these enchanted seeds. Place them near the Primalist pylons. We will use their light to call in attacks from airborne dragons.
