TheWoWDBRestricted to not only horde but to Jewelcrafting aswell? Why?
Got 11 toons, only 1 horde and now I have to destroy one of my professions just to pick this up? Or level another toon to 90?

To get this quest you must be Horde, and the actual start of the quest is a random drop from a mobs, in places like Frostfire Ridge and in Spires of Arak. (Probably many more places.)
As I entered Spires for the first time, Intricate Crimson Pendant dropped for me from my first few kills of Arakkoa Outcasts which I then accepted and went back to my Garrison to hand it in to "Appraiser" Sazsel Stickyfingers <Primal Trader>, which then lead to another quest to find the craftsman: Gem Grinder Orolak <Master Jewelcrafter>
You have to have the Jewelcrafting profession on your toon to get this quest to open (confirmed, and your JC only has to be level 1). I got the Intricate Necklace (the opening quest item) to drop during the quest chain at Bladefist Citadel. And yes, it's a Horde only quest, BUT...once the Blazing Diamond Pendant toy is learned, it can be used by your Alliance toons on the same account.
