Neat little interaction during this quest is that if your class deals in shadow magic you can choose to power up the gem yourself.

If you choose the second option which says: " Ingrid, I'm going to use my own magic to empower the skycaller gem. Stand back." Ingrid will say: " No fair, I wanted to do it!" As you start to empower it Chadwick Paxton will support you and say: " I believe <Player> may be more experienced than you at this sort of thing, Ingrid. When youre done Ingrid Bellix says: " Look! It's done! Oooooo, it's so beautiful, so deadly!
Your quest designers were so preoccupied with whether or not they could, they didn’t stop to think if they should.

What to do
Description
The sethrak seem to believe there's something in Nazmir that can unlock the destructive power of this gem. We don't have that, but we have the next best thing. An insane warlock who is willing to experiment with magic. Speak with Ingrid and have her begin the process to unlock the true power of this gem.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- No Mercy for Sithis
Heh heh... thanks for the rescue! I could use your help in a little plan that I have. The commander of this place is a sethrak called Sithis. He's got this thing called a "skycaller gem." Word is they're looking for some sort of shadow magic in Nazmir to try and really power this thing up.
After this quest
Taken from the storyline's own step order.
- Return to Dust
It appears the sethrak are quite serious about keeping this gem. I do wonder where they found it in the first place. Hrm... perhaps Lady Sylvanas would be interested in this as well. Something to ponder.
