TheWoWDB1. You must form your own raid party, just like the good old days. A full raid party of tanks/heals/dps.
2. You have to speak to the same NPC who gives you the quest and he will queue you for Ulduar. You must do it this way, as it is a scaled Timewalking version.
3. You cannot just solo farm this, it will not work. You cannot just go to Ulduar yourself and clear it, I have tested this and it will not work, you will not get the quest item at the end. Even if you do a full clear as others have suggested might be the issue.
So just to clear it all up, it doesn't matter if you do a full clear, if you are solo or with a couple friends. It will not work if you go to Ulduar and walk in on your own. It only works when you have a full raid group already put together, and then you use the NPC quest giver to queue your party for the Timewalking version. That is the only way to get the quest item at the end.
