TheWoWDBShort version: Straight off the boat ride to dragon isles, I flew to the quest giver, and were able to pick up the quest.
Long version: After many trial and error, I were finally able to find this quest. In opposite to the statement that To the Dragon Isles! are prerequisite quest and must be completed before, [npc=192010] will not offer you any quest if you handed in the quest as you got off the boat to Dragon Isles.
Likewise, do not pick any herbs on you way to the quest giver, as that will "auto-learn" Dragon Isles Herbalism. And ofc, do not talk to the herbalist traineer in the first little quest hub arriving at the dragon isles.
