It seems this is currently bugged on beta.
If you have copied your character, there could be some uncompleted story line (maybe from BFA) that makes you go into a different phase around the tower, and cant see the Zeppelin to go to the Dragon Isles. The NPCs are there for the quests, and they do the RP, but you can't see the zeppelin.
If you see a bunch of Horde and Forsaken ships in the harbour, you are in the wrong phase.I've not been able to determine which quest line is causing the blocking.
It works fine with a beta Levelling template character, as well as with my main on which I have completed all past expansion story lines, but copying an alt on which I have not, I can't see the zeppelin.
After doing this a few times, the ride seems like it takes an eternity. Very boring
