Is the world quest bugged? I completed the race 3 times so far, wq still not completed.

If you find yourself not being able to complete this world quest, check to see if Hydro Tuskarr is up and causing conflict with the completion. I completed the race twice without getting credit for the WQ and trying again after completing Hydro Tuskarr allowed me to get credit for the race. I have noticed this with other racing WQs where if you happen to fly near another WQ during your race that prevents you from getting credit for completing the race.
