Not a lot of instructions on how to get there.
To pass in Thaldraszus, and then to Valdrakken, you need to reach the northern point of Azure Span, it's a broken bridge which you can jump from using your dragon.
The zone is called The Fallen Course, between the Cobalt Assembly and Theron's Watch camps.

I was unable to complete this quest because Alexstrasza was not waiting for me at the top of the Seat of the Aspects in Valdrakken as expected. I had to abandon the previously obtained quest To Tyrhold in order for her to appear so I could complete this quest.

Description

Thanks to you, we narrowly avoided a complete catastrophe. However, we should convene with the other Aspects and share word of what happened here. Please meet me at the Seat of the Aspects within Valdrakken. I'm sure the others will have insight into what Raszageth and her Primalists are attempting. There is a crossing into Thaldraszus north and a bit east of here. The flight is scenic, but do not take too long getting there.
