After experimenting for ages, this worked for me:
Take any of the shoes and get the "Wearing Watergliders" buff.
Click off the "Wearing Watergliders buff."
Take the green shoes.
Talk to the npc right next to the shoes.
Profit.

For anyone who was stuck like me with the Iskaar waterwalker do this:
- Leave the Hydro Tuskarr quest zone (just fly with your mount until quest is gone from your log).
- return back to the quest.
- make sure you pick the Iskaar Waterglider this time!
Looks like this quest is bugged. If you pick water walkers the 2nd action to use the net never shows. Pick water gliders and quest seems to work as normal.
