TheWoWDBKilled this guy probably 5 times and couldn't skin him. Ran out of the area (where the text in the mini map changes) and back in and was able to skin him from my last kill (the world quest came up).
It's a particular problem where the world quest overlaps with another one, doesn't seem to be able to handle two.
