You had to kill Araxxas for the jail keys you will notice a hall behind him. Keep that hall in mind.
After you get the quest you will want to leave the Ravencrest Mausoleum and turn directly left and go up into the coliseum. Run back to where Araxxas is. Behind him is the aforementioned hall. Run down the circular stairs.. down..down..down. You will see a nearly dead Druid. Talk to him and get the two quests. You don't have to, but you can get those while you are working on "Brotherly Love". You have to kill a guy at the end, after you have saved Maiev and then you can go through the back door, so make sure you have done all the quests before killing the final guy.

I did not come this far to lose her in the final moments. Maiev must be in the cells beneath Black Rook Hold. I scouted above, and the entrance to the prison is guarded by a fearsome jailor. I will sneak past and take out the guards inside. Defeat Araxxas, take the keys, and then meet me within.
