I completed this today (for the second time actually) and I did not get credit for Fishing 'Round the Isles.
[EDIT] That said, when I link the achievement to a friend, it DOES show the credit. So there is hope.

Location: Auto accepted when reaching the world map marker (42,37) in Emerald Bay, Val'sharah, due south of [zone=7846].
Site consists of an extra large [object=254059].
Objective: Catch 10 x [item=134568] auto completes the quest and it despawns for you (available to others until they also complete the quest).
Reward: 20 - 40 (varies) x Mossgill Perch
Notes:

Be aware of the hostile [npc=111281] in the bay which do patrol close the spawn site. Also, every five minutes or so, two [npc=110678] spawn and commence fishing from the shore and will become hostile too.

Just a note that there is also an apparent duplicate world quest to this, Huge Mossgill Perch here, which may just be repetition of the same world quest or perhaps it spawns in another location in the zone.

This is one of the fishing world quests that count towards the Fishing 'Round the Isles achievement.

EDIT: This quest is still not correctly updating the Fishing 'Round the Isles achievement. GM response as of 01 October 2016:
Sorry to hear that you had an issue with the achievement Fishing'Round The Isles and the Huge Mossgill Perch part has not completed after you finished the world quest for it. :S

We have some reports about this achievement and I would like to ask you to send us a bug report via our in-game "Submit a Bug" tool with all the information you have on this problem. I will also report this issue on our side to make sure it will be checked.
