For those of you who didn't read the quest text, you need to slay 3 elementals that are under beams of light(red for fire, etc) around the camp, then fight Haethen Kaul
Do this quest chain before you complete the quests that allow you to restore the pillar at the Temple of Earth (after the stone mother quests). I did not and as a result the NPC disappeared with the phasing that showed the pillar complete and maruut dead.
XP and time down the drain...
EDIT: I flew to Therazane's throne and took the portal there to the temple of earth and the NPC's are back. I turned in the quests and hope this helped any of you who thought you were screwed like me.

Description
Did you hear the man going on with his incessant yelling while you were up there? That's Haethen Kaul, their leader. It's a well known fact that he's gone insane from the power he's drawing from their bound elementals. Unfortunately, it makes him nigh invincible. If you're to fight him, you'll first have to kill each of the elementals, gaining their wards in the process. That should protect you from Haethen's magic. Well, most of it anyway.
