TheWoWDBSpy To'gun can be seen through a hole in the wall on the right hand side of the first room, just after entering the Shadow Labyrinth instance in Terokkar Forest.
You will find him by following the semi circular path on the left hand side of the first room, running straight across the second room and then down another semi circular path.

In particular, you have to kill [npc=18731], thus completing Ambassador Hellmaw, before you can get to the other semi-circular pathway that leads to [npc=18891]. It was not clear to me if this ended up turning into an escort quest or not - he just stood outside the cell and didn't move. Eventually I gave up and went on. (Soloing this on my L84 Draenei Hunter, for the daily WANTED: Malicious Instructors from [npc=24370].)

The Shadow Council has already killed most of our spies, but To'gun was foolish enough to escape only to go back in! You must find him. He may be reckless, but we need to find out what he knows.
