Going Postal is a quest for level 90, added in Midnight. It rewards 13,700 experience and money.
With so many new residents, mail in the neighborhoods is really starting to pile up. So many routes and just one of me! If only I could deputize an assistant mail carrier...
Say, <name>, would you be willing to help out? I've got some juicy parcels from the dead letter office I could offer in thanks.

This quest is not able to be completed if you do not do it in the week it is offered, yet the quest stays in your log. The option to start anything is just not presented.
I get that a lot of weekly quests can only be done in particular weeks, but normally they disappear from the log so I am a bit surprised here.
I ran all three races, so you don't have to! Getting gold in all three routes awards nothing. No achievement. Nothing.
The NPC you're looking for is Vaeli.
If you're in Razorwind Shores, he is at /way 52.93, 59.78
If you're in Founder's Point, he is at /way 51.86, 39.49
Once you pick a route, give it a second. You'll get put on a mount, wait for the countdown then run through all the rings.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
Objective areaIn-game waypoint: /way #2393 49.5 65.7
TheWoWDB/way #2393 49.5 65.7Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Other quests whose map markers the client places on Founder's Point.
Flight points closest to the quest’s first objective area marker on Founder's Point:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
