Hillhelm Family: Lily's Locket

I have figured this out!

Okay, so chest spawn in batches around Hallowfall. Once, you have found the area where all the chests spawn and have looted them, then a new batch will spawn somewhere else in Hallowfall.

I found Lilly's locket in the batch around 67.27, 53.52. This area is outside of Light's Blooming, which means you can find this Locket in those chests across the map.

Lastly, this took me about 100-200 attempts. I wish you luck! <3

I looted the item "Lily's Locket" to start the quest from a "Crabber Supplies" chest at 62,16 in Hallowfall.
Beledar was light at the time.
