TheWoWDBAn anecdote that might be helpful from my pre/post-hotfix experience.
- I was a character who had previously looted [item=224460] and turned in the bugged quest that it gave (The Lost Flame) before the hotfix on 2024-09-09.
- After the 2024-09-09 hotfix, I was not automatically awarded credit for the Life on the Farm achievement from my previous The Lost Flame turn-in.
- After the 2024-09-09 hotfix, I was able to loot [item=224460] again, for me it dropped from an [object=444798]. It gave me the correct quest now (Hillhelm Family: Lost Diary), which I was able to turn in to complete my Life on the Farm achievement.
It dropped for me in about 20 or so chest openings.

Looted around 40 or more Arathi Treasure Hoards but didn't receive this as the top comment suggests. Instead I randomly looted the Crabber Supplies and got it first try.
This just happened for me as well. It looks like it is a random drop, but that the non-generic treasure chests might have a higher rate.
