TheWoWDBGetting no drops whatsoever for this quest.
Edit. I was getting these items to drop and then suddenly they stopped no matter what I did, nothing was dropping. It turns out I was helping a friend finish his Naxx attunement and I took my friend to talk to Archmage Angela Dosantos. When you speak to her she turns off your scourgestone ability acquisition. So, if you stop getting drops all of the sudden head back to light's hope, find the mage by the entrance and make sure you have the ability to get drops on.

It's best that you get ALL of the material before looking for this goblin. After you finished the quest, you no longer needs the Argent Dawn Commission to farm Scourgestone. You can talk to Zackett to turn on or off Scourgestone acquisition.
2023/07/20 Hotfix: "Scourgestone acquisition can no longer be toggled off. Players who are in this state will resume receiving Scourgestones."
