I wasn't able to complete this quest on my DH, then I noticed that there was a separate Legion order hall quest for collecting the artifact. Once I turned that in, I could complete this quest.
This was also bugged for me as a warlock. Started as Demo, picked up the quest to get my Affliction artifact and then chose this quest. Finished the artifact storyline, equipped it and spec changed, but quest didn't complete.
