Too few mobs, low drop rate, too many players. All this for a rumor? Bad design.
I killed a Black Blood Harvester at 49.5, 64.9 after giving up on this task. One kill, missive dropped right away. Note, this location is well outside the suggested area for the Infiltration task. Hopefully that helps someone!
