The Welding Torch required for this world quest is dropped by Goblin Engineers. They can be found around the mine in the area, near 48, 38.
I really wish the world quest gave straight forward info on this info so we wouldn't have had to look it up.
You'll probably find the area severely lacking in [npc=135981]s, but if you go to 51, 37, you'll find quite a few working under the trees or sleeping behind them, and the spawn is very fast here as well.
