Quest indication is wrong. After you kill Mennu the Btrayer, you go through some bridges, in the end there is a broken bridge... so you fall off in water. Will be 3 groups of mobs, and a ramp right in front of you when you get out water, he will be up there, died. Just click. ;)
I found his bound at (48,82). It is on the south side of the middle of the map. After the top of the ramp after you jump down to access the right side of the map.

Description
You have to help me! We were sent here to investigate the various parts of the reservoir, but my friends haven't come back yet, and it's been a long time. That's why I need you to discover what became of them. Naturalist Bite and Weeder Greenthumb went this way.

Coilfang Reservoir is the name for a naga-dominated compound that lurks under Zangarmarsh's deepest waters. The reservoir, punctured throughout by massive open pipes and pistons, seems big enough to house armies - and, yet, its purpose isn't strictly military.
