TheWoWDBHow do this isn't obvious - Mount your drake, making sure you have plenty of energy. Aim yourself at one of the Primal Nighytflames flying in the sky and use your drake's special ability "Whirling Surge" to knock them out of the sky. For me, this is button #2 on the drake action bar that comes up while mounted.

I discovered by accident today...
If you line them up, you can drop more than one P.N. with a single whirling surge. I got two in one pass!
You can also make use of the various ballistae scattered around to shoot one. Some of them are already grounded, if your character is beefy enough and you interrupt the volley and dodge the breaths, they are soloable.
