Quest is one of many that was made broken during the Shadowlands pre-patch. I've reported it as a bug.
Edit: After about 30-35 minutes I got him down to 80% with a friend and the quest worked like it should, him running away. Still the scaling is off on this NPC:

To get to this you need to come straight into Dire Maul, and follow the corridor until you arrive at a "T" junction. In front of you there is a big wooden door, which is part of the scenery. The entrances to the arena are immediately to left and the right of this.
There is a small entrance to the arena at 43.1, 67.9 (looking at the overall map of Kalimdor). This will take you into the arena the proper way. You will see it on your left as you come into the courtyard.
The alternative is to leap directly into the arena from above. It seems that leaping directly into the arena from above isn't enough to set off the event. Instead you will need to leave the arena and come back in. There is a small exit near the crowd.
An interesting note, Azeroth is apparently encircled by two moons according to this representation.That is because it actually has two moons, but due to technical difficulties, the second moon (The Blue Child) was scraped in BC.

Description
So the Twilight's Hammer thinks it can just raise its own army of ogres here? In the middle of Horde territory? We'll see about that. Ogres only respect one thing: strength. I want you to lead the assault on Cho'gall's sermon, {name}. Throw wide the doors of Dire Maul, leap into the arena, and cut down his attendants.

There's no way the Gordunni made these. They're being supplied. Someone is giving them gifts of power, and we need to find out who. The upper-class Gordok that guard Dire Maul will know more about this. Orhan is no doubt having you thin their numbers, but I'll need one alive. Take the orb back.
