Actually, the drop rate is about 33% for a variety of mobs that give 10 reputation apiece. This means that you can kill 3 and get 30 rep, and another 25 rep for the dust that drops off of them. That's 55 rep for every 3 kills, that's a total of ~2127 mobs killed, 709 dust to go from Friendly to Exalted. This is, of course, assuming that you do no daily quests and spend your entire time doing nothing but killing mobs. Which is as unreasonable as buying all the dust.
