I was able to get this quest at lvl 59 (it was the lvl I got to renown 7). So the lvl 60 req is wrong.
To buy the lvl 59 gear you need to be lvl 60 so thats kinda a waste of browsing to the items...
For alts that skipped the covenant quest lines you still have to complete them to upgrade gear. Currently renowned 80 but cannot upgrade past rank 3.

Description
Ardenweald is safer than it has been in quite some time, thanks to you. Your accomplishments have not gone unnoticed, even beyond the borders of Ardenweald. Tales of your victories have echoed through the halls of Oribos. Zo'sorg, the Master of Conflict, has requested a meeting with you in the Enclave. They have a keen interest in the art of war. I suggest you don't keep them waiting.
