To be given this quest, you must first:

  1. Kill Denathrius, and complete Redemption for the Redeemer by handing in [item=179358] to General Draven in Sinfall;

  2. Have completed the Torghast quest chain to rescue Thrall and Jaina, starting at Explore Torghast;

  3. Complete three wings of Twisting Corridors (can be separate runs) to complete Signs of the Lion
  4. ;
  5. Peer into the Helm of Domination to watch the cutscene for The Captive King

This quest is likely removed from the game. The chain is expected to progress as follows:

The Captive King [removed in 9.1.0]
An Echo in the Darkness
The Highlord's Vision Horde Only
A Mourneblade Born Alliance only
The Jailor's Grasp Alliance Only
The First Move

At which point the player progresses with the the Chains of Domination campaign

Apparently in order to obtain An Echo in the Darkness, the player simply had to return to Oribus after completing The Captive King. As that quest has been removed along with the entirety of it's chain, it stands to reason that this subsequent chain must also have been removed. My character was not presented with any of these quests, instead being offered or rather having The First Move forced into my quest log.

    <Thrall's brow is furrowed.> We were speaking with the Highlord when he was struck by a jolt of agony. He said he could see something stirring in the Maw. Inside the Jailer's tower. The pain seems to be getting worse. We need to find out what he's sensing.
