For those of you experiencing the bug where you click the crystal and the boss spawns in a phased realm you must complete the quest Heart of the Amani in order for the phase to unlock. Talking to the bird to change your phase does not work.
You will see the pop-up on you screen that says "Guest of Zul'Amani" unlocked when you have reached the stage required to complete this prey.
I was stuck with this one too. Filled up the hunt crystal, found the crystal on the ground, but clicking it just caused it to change color, then reset after a couple of seconds. I think the problem for me was that I had not progressed the zone far enough yet. This was an alt of mine. I finished the campaign with another character, which unlocked Prey across all of the warband. So, when an alt took up this Prey, he had not progressed in Zul'aman.
I suspected this since earlier, I couldn't find an item that was supposed to be in one of the troll temple things. I read that you have to progress that part of the campaign to a certain point, which would change that temple a bit.
So, I finished out the Zul'aman part, checking periodically if I could do the hunt. My character is at the "Den of Nalorakk: Unforgiven" quest, which is to go into a follower dungeon. I was then able to summon the Prey. It might have "unlocked" earlier than that point, since I didn't check after every quest.

Description
Do you garden, {name}? I've been known to dabble. It seems the plants in our realm are becoming somewhat overbearing these days, sprouting legs and arms and running around murdering our brave soldiers. Let's give them a bit of a pruning, shall we?

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Prey: Petyoll the Razorleaf (Normal)
Reports are coming in of shredded Farstriders adorned with petals and berries--entire patrols found strung up by razor-vines. There are more gruesome details, but they chafe even my... refined sensibilities.
After this quest
Taken from the storyline's own step order.
- Prey: High Vindicator Vureem (Normal)
High Vindicator Vureem is a victim of his own unyielding faith in the Light and the superiority it gives him. His crusade continues unabated and unresolved. He exists in a constant state of fury at the imperfectness of the world and those within it.
The storyline at a glance
Prey has 94 steps, from Prey: Magister Sunbreaker (Normal) to Prey: Kadani the Claw (Nightmare).
