I took this quest before I hit level 90. This guy will clap you if you are a DPS with no pets or good heals.
He does two types of encounters from what I can tell on "Normal."This could change as difficulty increases.
Firstly, he will attack you at the WORST possible time. The key however is to make sure that after you defeat him, he will stay in a phase where you need to run up to him and click to do some sort of finishing move. Stick with the simple quests around the area, WQ's might be OK if they don't have overwhelming amounts of mobs.
Sometimes the icon for "Minor Coalescing Anguish", or blood mist will be visible on the map. That usually indicates he is there. Once you get about 1/2 way trough beating what spawns, the Praetor will spawn. He will disappear when you almost have him dead and it will leave a red spore of "Remnant of Anguish." Click on that and continue the hunt.
Both of these events will fill up a crystal that's an indicator of how much you have to keep doing until he is fully revealed. You will eventually get a pop up from the quest giver saying, " Oh, how close they are now. Can you taste their fear?" I can--and it is exquisite."
After you get this pop up, an actual location will come up on your map, once you fly to it there will be a "Charged Anguish Crystal" for you to interact with. Be prepared, he has a new uninterruptible attack called "Gravity Well" and its a DOT that if you don't get out of within 2 seconds you are dead.

**EDIT** These seems to be able to be done in groups. As I was writing this at the final location I saw a three man group come in and finish the quest.

Description
The domanaar... <Astalor shudders.> I do not profess to know much about them, other than their proclivity for subterfuge, guile, and the absolute destruction of anything that stands before them. Praetor Singularis is no exception. They have been confounding our forces at every turn. Go and put an end to their games.
