As of 15 Nov. 2014, there's a phasing issue with the NPC that ends this quest (Rangari Jonaa). Party members not on the quest will see you phase away when you approach the yellow '?' and the questgiver doesn't seem to be visible for anyone. This is also noted on a related quest Proof of Strength: Gronnling Scale.

Edit: A GM has informed me that they are "aware of this issue". Jonaa has reappeared on my realm and will be outside the arena if he really exists. His '?' appears to be inside the arena when he's missing.
