TheWoWDBAs of 11/13/2014, there is no NPC, or anything to turn this quest in to. The question mark is right over the sparring ring, but there is no way to turn this quest in. Hopefully it gets fixed soon!

Item can drop off [npc=82390] located on Affliction Ridge 49,66. Activate Champion's Honor for it to drop.
A GM informed me that they are "aware of this issue" for what that's worth. Jonaa has reappeared on my realm for now and will be outside the arena if he really exists. He's right across the dirt path from the ramp leading up to the arena floor.
