I having problems with this quest.

I see a yellow "?" on my minimap, but there is no NPC there.

A few meeters away Ragnari is standing, but he has no "?" above him.

Update: I ignored the quest for a while and did a bunch of other stuff. Ragnari moved, and I was abe to complete the quest. Not sure what trigger it.
