Was not able to pick this quest up as a non tauren, despite being able to do all the previous steps.
However the next quest in the line was available (Rite of the Winds), and I knew where the npc was for that with a quick wowhead search to this page!

Like me, you may end up slightly confused as to how to get up to this NPC. What you need to do is travel towards the thorny area where you killed the named NPC in one of the previous quests. Along the way if you look to your right you'll see a hill with 3 trees standing in a row at the top. Right next to these trees is the start of the path leading upwards towards the NPC you turn this into.
i couldn't pick this quest as well and i'm tauren, but i tried it on lvl 80,

Description
Today, you have undertaken a rite of passage far more difficult than we ask of most of our youths. Be proud. Now, it is time for you to continue on your journey. To the west, beyond our burial ground, you will find a path winding up the mesa. Follow it to the top, and speak with Dyami Windsoar. Walk with the Earth Mother, friend. You will always be welcome here.
