This is the only "Tauren race required Mulgore quest" as of 9.1 as far as I know.
I wasn't able to pick this up with my Highmountain Tauren.
So if you're not a "traditional tauren" this is where the questline ends for you unfortunately.

The spirit is surrounded by Bristlebacks. You can pick up the quest http://www.wowhead.com/?quest=833 : A Sacred Burial at 60,25 and do that quest while working your way to the spirit.
You don't need to follow the ghost wolf, you can go directly to the Ancestral Spirit at 61, 21.

Description
To gain acceptance amongst the elders of Thunder Bluff you must next complete the Rite of Wisdom. Now that you have passed the Rite of Vision, the ancestral spirits of Red Rocks will give you the blessing of our ancestors. Only those who have drunk from the Water of Seers can gain the blessing. Travel east of Thunder Bluff, to Red Rocks and seek out the Ancestral Spirit, {name}.
