The part about having to go to The Darkmoon Faire is not true, If I remember right, once you combine the cards it makes the one card that starts the quest, once you accpet the quest it gives you a new card that you can click on and the person will come to you. I submitted a screenshot of the person that came to me.

Scribes make the cards for this deck using Mysterious Tarot (1x Light Parchment & 1x Hunter's Ink*).

  • You do not need to be a Scribe to get the quest from the deck or complete the quest. You do need to be level 10+.

  • You only need the Ace, Two, and Three of Rogues to complete a set.

  • RNG determines how many creates are needed to get one of each card.

  • Individual cards and complete decks can be bought/sold on the AH (as of 7.1.5).

  • DMF does not need to be going on, nor do you need to be at the fairgrounds to complete the quest. Confirmed 3/16/2017.

  • As Shashos mentions, the rewards from this quest were not updated when they gave plate wearers access to plate at level 1 (instead of gaining the armor proficiency at level 40) - so there is currently (7.1.5) no plate reward from this quest. There are two mail rewards.

  • The rewards from the quest are currently BoE, and can be bought/sold on the AH.

*This ink is made with 1x Verdant Pigment, which is the rare pigment that can be milled from the herbs in level 20-25 (ish) zones: [object=1620], Briarthorn, Swiftthistle, Bruiseweed, or Stranglekelp.

Description

Now that you have gathered all of the Rogue cards together into a deck, another card appears on top. It depicts a fortune teller that seems to stare at you no matter how you hold the card. You feel the card could be used to communicate with someone or something.
