Disturbed Earth around any TWW location (Ringing Deeps, Hallowfall, Isle of Dorn, Azj-Kahet) either drop wax or trigger a mob that drops wax.
How to find Disturbed Earth? Look for the small boulders highlighted in purple. Relatively easy to spot.
The Ringing Deeps and Hallowfall I think the easiest to do this quest.
A lot of them can be found at the farm in Hallowfall around /way 64, 30
