TheWoWDBI haven't done the attunement for Mount Hyjal but now, with the 2.4 changes, i don't need it and i'm already honored with MH and can't grab this quest. :(
edit: spoke with a GM and he told me you still need the attunement done to grab this quest line...

This is a follow-up quest which gives you new rings as you have higher reputation with The Scale of the Sands. (Like the same as the Violet Eye
When you complete your Mount Hyjal attenument (http://www.wowhead.com/?quest=10445), you're rewarded with 3000 reputation with The Scale of the Sands which leads you to 0/6000 Friendly. As soon as you're friendly with this faction, you can grab this quest.
