TheWoWDBI have made a very, very important discovery. If you approach these cubs with Will of Remornia, it will fly to them and kill them. When it does this, you get credit for 'saving' each cub.
(You don't even need to make sure you're flying, just land next to them on your mount and they will perish, completing the quest.)
