If you're here because you're confused why it disappears as soon as you leave Valdrakken, it's because you have to have War Mode on to actually see/do it. Took me entirely too long to figure that out.

as of this writing there seems to be a high amount of phasing issues with joining groups to complete this quest (horde, warmode on, if that matters).
update. after inviting and removing several people, i found enough in the same phase to complete the world quest. this makes me think the phasing is due to some kind of quest or questline that will phase the area or entire zone depending on completion or step. good luck
Seeing through the Enemy: Nezascar is low-key for a War Mode free-for-all quest. (The round icon contains crossed swords.) Maybe because [npc=196535] is located in a high cave which can be difficult to find. If you don't see it, look for a winding path on the side of the mountain. It leads to the cave.
There were only a few players from both factions and those were focused on killing the rare, for a change. Still, unless you're in a group, all players are enemies.
You’ll see a small green LFG icon next to the quest name when you’ve reached the quest area. Click the eyeball to see any Nezascar groups that are up.
