TheWoWDBI was able to pick this quest up today as well as Rescue the Earthspeaker!. You must first complete the quest chain ending with Defending the Rift, then you'll be able to grab the quests from him when you walk into the dungeon.These are in the game at launch, you just have to do 140 or so quests within Vashj'ir first.
