Edit: Apparently they reduced the sparks from WQ from 20 to 10. Rares seems to be the best way to complete this quest the fastest.

The treasures/dead drops do not award me any sparks of war; I did at least 50 that rewarded no sparks.

The best option is to kill rares or complete WQs for this Spark of War quest, as they give 20 sparks each, while the quest is in Eversong Woods.
