If you are looking to complete this without engaging in world PVP there is an option similar to the dirt piles in Midnight. For the Voidstorm zone you'll want to look for treasures called Stashed Singularity Supplies or Mysterious Dominior Vessel. These contain 5 sparks each just like the dirt piles did but unlike TWW these seem to be less plentiful so you'll have to fly around a bit to get the quest complete.
