TheWoWDBIt took me a minute to realize that the meat was hanging from the ceiling on the chains, so I thought I'd put up a comment here in case anyone else is stumped in the future!

The quest items can be found in a cave filled with ogres located at [12, 70]. Inside, meat can be found hanging from the ceiling and silk can be found in boxes on the ground. The telltale sparkly glow from quest items should make it easy to find.
I also noticed that the Mercenary Guardians from the Rhea Quest Line: Amakkar, Jack of All Trades will despawn upon entering the cave.
I see the meat but cant get it.

We're hard-up for supplies, stranger. With the black dragons raining destruction on our hunting grounds, we have no way to get food. The ogres to our south, however, have exactly what we need. Within their grotto you should find plenty of meat and crafting supplies. They may put up a fight. Be on your guard.
