If you are having a hard time finding the final beacon because of the ice storm, there is a path way to a higher ground on the right side of the Portal to the Forgotten Depths. Follow it and you will find the final beacon.
You will also deliver the quest to the npc near.

Description
We still hold the element of surprise, which gives us a moment to fortify our position. While Y'mera opens a more stable travel network for the rest of our forces, our scouts have gone ahead to survey the terrain. Meet with them in the field and activate our surveillance beacons. I will remain here to cover the arrival of our reinforcements.
