TheWoWDBYou need to complete the quest line or skip it(on alts) to be able to see the NPC. If you havent, you will see devourer mobs instead of NPCs

Ok so I came here and read this comment. I didn't drop my quest. Instead continue progressing through the campaign quest, and eventually the NPC which is Ore vendors. It appears. So then you complete the quest.
